The article presents theoretical foundations of the state influence and selfregulation. The authors reveal the main problems of the industry of the region and of the Russian Federation on the whole. The article determines directions of formation of industrial policy, based on a rational combination of activities of state regulation and self-regulation of the process of development of the industry of the region. The necessity of creation of organizations of self-regulation by the industrial enterprises is proved. The authors determine the advantages of self-regulation in comparison with the measures of the state influence.
